Back in the day, comic books had a code, which I believe now, they don’t. But back when they did, companies had to submit both scripts and artwork to a censor board to see that it was up to moral codes set up by the board.

By the early 70s, vampires and other type monsters were allowed to creep into the picture, but other things were still taboo.

Especially for DC Comics who were, by the mid-70s, kind of bland. All of their best experimentation and bold moves in pushing the envelope, were done during the later Silver Age, early Bronze Age of (1968-73) comics.
